Rumor: AT&T will soon slow down the top 5% most data hungry users (Update: Confirmed)

I have some bad news for all you AT&T (and possibly T-Mobile) customers out there. According to some rumors, Ma Bell will soon start to throttle the top 5% customers who use the most data. Supposedly, you can expect this bandwidth throttling to go into effect this October.
